lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Mem\u00adbers of the Aus\u00adtri\u00adan Pub\u00adlic Affairs Asso\u00adci\u00ada\u00adtion (OePAV) com\u00admit them\u00adselves to com\u00adply with the prin\u00adci\u00adples of the OePAV code of conduct:<\/span><\/strong><\/p>\n<h2 class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Preamble<\/span><\/h2>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Rep\u00adre\u00adsen\u00adta\u00adtion of inter\u00adests and exchange of infor\u00adma\u00adtion are key ele\u00adments of a healthy and pros\u00adper\u00adous democ\u00adra\u00adcy. They need to be sup\u00adport\u00aded in the inter\u00adest of all par\u00adtic\u00adi\u00adpants of the polit\u00adi\u00adcal are\u00adna. Inter\u00adest groups and pub\u00adlic affairs experts of com\u00adpa\u00adnies, asso\u00adci\u00ada\u00adtions, NGOs, trade asso\u00adci\u00ada\u00adtions and agen\u00adcies are valu\u00adable medi\u00ada\u00adtors between the econ\u00ado\u00admy, pol\u00adi\u00adtics, the admin\u00adis\u00adtra\u00adtion and civ\u00adil soci\u00adety. A high sense of per\u00adson\u00adal integri\u00adty, social sen\u00adsi\u00adtiv\u00adi\u00adty and trans\u00adparen\u00adcy is nec\u00ades\u00adsary to con\u00adduct pub\u00adlic affairs.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">There\u00adfore, in recent years, nation\u00adal pub\u00adlic affairs asso\u00adci\u00ada\u00adtions as the Swiss Pub\u00adlic Affairs Asso\u00adci\u00ada\u00adtion (SPAG), the Ger\u00adman Asso\u00adci\u00ada\u00adtion for Polit\u00adi\u00adcal Con\u00adsult\u00ading (deIgeIpol), the Brus\u00adsels-based Soci\u00adety of Euro\u00adpean Affairs Pro\u00adfes\u00adsion\u00adals (SEAP) and the Euro\u00adpean Asso\u00adci\u00ada\u00adtion of Pub\u00adlic Affairs Agen\u00adcies (EPACA) have enact\u00aded codes of con\u00adduct bind\u00ading their mem\u00adbers. In addi\u00adtion, the Euro\u00adpean Com\u00admis\u00adsion and the Euro\u00adpean Par\u00adlia\u00adment have agreed upon a code of con\u00adduct for the Euro\u00adpean Trans\u00adparen\u00adcy Register.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">In a con\u00adtin\u00adu\u00adous process of pro\u00adfes\u00adsion\u00adal\u00adiza\u00adtion, the Aus\u00adtri\u00adan Pub\u00adlic Affairs Asso\u00adci\u00ada\u00adtion (OePAV) devel\u00adoped a code of con\u00adduct bind\u00ading its mem\u00adbers. The OePAV code is based on inter\u00adna\u00adtion\u00adal role-mod\u00adels. In enact\u00ading a code of con\u00adduct, the OePAV shows its com\u00admit\u00adment to trans\u00adparen\u00adcy and qual\u00adi\u00adty stan\u00addards to pol\u00adi\u00adtics, civ\u00adil soci\u00adety, clients and the public.<\/span><\/p>\n<p class=\"MsoNormal\"><strong><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Self-Per\u00adcep\u00adtion<\/span><\/strong><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">OePAV mem\u00adbers regard their work as con\u00advey\u00ading infor\u00adma\u00adtion and rep\u00adre\u00adsent\u00ading inter\u00adests. They are con\u00advinced that they make sig\u00adnif\u00adi\u00adcant and legit\u00adi\u00admate con\u00adtri\u00adbu\u00adtions to basic demo\u00adc\u00adra\u00adt\u00adic process\u00ades like defin\u00ading opin\u00adion and mak\u00ading deci\u00adsion. In their work, OePAV mem\u00adbers sup\u00adport and com\u00adply with all applic\u00ada\u00adble laws par\u00adtic\u00adu\u00adlar\u00adly the free\u00addom of speech, the right to infor\u00adma\u00adtion, the inde\u00adpen\u00adden\u00adcy of the media and the pro\u00adtec\u00adtion of per\u00adson\u00adal rights.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Integri\u00adty, trans\u00adparen\u00adcy and com\u00adpli\u00adance with the basic demo\u00adc\u00adra\u00adt\u00adic order are require\u00adments for the work of OePAV mem\u00adbers and are inte\u00adgral parts of their self-conception.<\/span><\/p>\n<p class=\"MsoNormal\"><strong><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Tol\u00ader\u00adance as a Guid\u00ading Principle<\/span><\/strong><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">In an open and demo\u00adc\u00adra\u00adt\u00adic soci\u00adety, tol\u00ader\u00adance toward those with dif\u00adfer\u00ading views, as well as toward peo\u00adple with diverse sex\u00adu\u00adal ori\u00aden\u00adta\u00adtions and gen\u00adder iden\u00adti\u00adties, is a core val\u00adue. Polit\u00adi\u00adcal com\u00admu\u00adni\u00adca\u00adtion bears a spe\u00adcial respon\u00adsi\u00adbil\u00adi\u00adty in this regard: it should not only give voice to dif\u00adfer\u00ading opin\u00adions but also pro\u00admote respect\u00adful inter\u00adac\u00adtion. Espe\u00adcial\u00adly in polit\u00adi\u00adcal dis\u00adcourse, it is essen\u00adtial that diver\u00adsi\u00adty is rec\u00adog\u00adnized and protected\u2014regardless of gen\u00adder, gen\u00adder iden\u00adti\u00adty, eth\u00adnic\u00adi\u00adty, reli\u00adgion, world\u00adview, age, sex\u00adu\u00adal ori\u00aden\u00adta\u00adtion, and dis\u00adabil\u00adi\u00adty. A demo\u00adc\u00adra\u00adt\u00adic debate thrives on the exchange of dif\u00adfer\u00adent per\u00adspec\u00adtives but must nev\u00ader be dis\u00adcrim\u00adi\u00adna\u00adto\u00adry or exclusionary.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">At the same time, it must be clear: tol\u00ader\u00adance ends where hate begins. Hate speech must not be mis\u00adun\u00adder\u00adstood as part of free speech. It is not an expres\u00adsion of diver\u00adsi\u00adty, but an attack on the dig\u00adni\u00adty and safe\u00adty of peo\u00adple. Pub\u00adlic Affairs must there\u00adfore take a clear stance against all forms of hate speech, exclu\u00adsion, and vio\u00adlence. This is the only way to cre\u00adate an envi\u00adron\u00adment in which every\u00adone can par\u00adtic\u00adi\u00adpate equal\u00adly and freely unfold their potential.<\/span><\/p>\n<h2 class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Principles<\/span><\/h2>\n<p class=\"MsoNormal\"><strong><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Deal\u00ading with Extrem\u00adist Organizations<\/span><\/strong><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">The OePAV Code of Con\u00adduct, which is bind\u00ading for all mem\u00adbers, includes respect for the demo\u00adc\u00adra\u00adt\u00adic con\u00adsti\u00adtu\u00adtion\u00adal order and the rule of&nbsp;law:<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Dif\u00adfer\u00adences of opin\u00adion and dis\u00adcus\u00adsions are essen\u00adtial com\u00adpo\u00adnents of our plu\u00adral\u00adis\u00adtic and lib\u00ader\u00adal soci\u00adety. How\u00adev\u00ader, when the fun\u00adda\u00admen\u00adtal val\u00adues of our demo\u00adc\u00adra\u00adt\u00adic con\u00adsti\u00adtu\u00adtion\u00adal order are attacked or ques\u00adtioned, bound\u00adaries have been crossed. Every OePAV mem\u00adber there\u00adfore com\u00admits to pro\u00adtect\u00ading and defend\u00ading demo\u00adc\u00adra\u00adt\u00adic and con\u00adsti\u00adtu\u00adtion\u00adal prin\u00adci\u00adples, as well as to tak\u00ading a firm stance against indi\u00advid\u00adu\u00adals or groups that attempt to under\u00admine this con\u00adsti\u00adtu\u00adtion\u00adal order. The report on the pro\u00adtec\u00adtion of the con\u00adsti\u00adtu\u00adtion issued by the Direc\u00adtorate State Pro\u00adtec\u00adtion and Intel\u00adli\u00adgence Ser\u00advice in Aus\u00adtria (DSN) serves as the cen\u00adtral ref\u00ader\u00adence frame\u00adwork for assess\u00ading extrem\u00adist actors. When oper\u00adat\u00ading at the inter\u00adna\u00adtion\u00adal lev\u00adel, addi\u00adtion\u00adal ref\u00ader\u00adence sources must be consulted\u2014generally, the clas\u00adsi\u00adfi\u00adca\u00adtion of an orga\u00adni\u00adza\u00adtion as extrem\u00adist is always based on rec\u00adog\u00adnized, offi\u00adcial, or judi\u00adcial sources with\u00adin the respec\u00adtive legal jurisdiction.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">As inter\u00adest rep\u00adre\u00adsen\u00adta\u00adtives, we are called upon to active\u00adly pro\u00admote democ\u00adra\u00adcy, to take a clear stance against extrem\u00adist orga\u00adni\u00adza\u00adtions, and to refuse to pro\u00advide them with a plat\u00adform for spread\u00ading extrem\u00adist con\u00adtent. As OePAV mem\u00adbers, we do not work for extrem\u00adist orga\u00adni\u00adza\u00adtions, either direct\u00adly or indi\u00adrect\u00adly, and advise our employ\u00aders and clients against con\u00adtact\u00ading such extrem\u00adist orga\u00adni\u00adza\u00adtions and their rep\u00adre\u00adsen\u00adta\u00adtives. Fur\u00adther\u00admore, we rec\u00adom\u00admend not par\u00adtic\u00adi\u00adpat\u00ading in activ\u00adi\u00adties orga\u00adnized by or for such extrem\u00adist organizations.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">If rep\u00adre\u00adsen\u00adta\u00adtives of extrem\u00adist orga\u00adni\u00adza\u00adtions hold pub\u00adlic func\u00adtions or offices, they may be rel\u00ade\u00advant to our pub\u00adlic affairs work due to the deci\u00adsion-mak\u00ading author\u00adi\u00adty asso\u00adci\u00adat\u00aded with those roles. Only when inter\u00adac\u00adtion with these indi\u00advid\u00adu\u00adals is unavoid\u00adable do we con\u00adsid\u00ader it legit\u00adi\u00admate to present our inter\u00adests to them in their pub\u00adlic func\u00adtions or offices, while mak\u00ading clear our own crit\u00adi\u00adcal stance toward the extrem\u00adist organization\u2019s position.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Mem\u00adbers of OEPAV com\u00admit them\u00adselves to com\u00adply with the fol\u00adlow\u00ading prin\u00adci\u00adples in their busi\u00adness&nbsp;life:<\/span><\/p>\n<p class=\"MsoNormal\"><strong><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Arti\u00adcle 1: Hon\u00adesty and transparency<\/span><\/strong><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">OePAV mem\u00adbers must be hon\u00adest and accu\u00adrate in their inter\u00adre\u00adla\u00adtions with clients, polit\u00adi\u00adcal insti\u00adtu\u00adtions, the leg\u00adisla\u00adtive and exec\u00adu\u00adtive bod\u00adies, the media and the pub\u00adlic. They must not mis\u00adlead by using inac\u00adcu\u00adrate or incom\u00adplete infor\u00adma\u00adtion. Mem\u00adbers of the OePAV must pay atten\u00adtion to trans\u00adparen\u00adcy. They must dis\u00adclose their clients\u2019 iden\u00adti\u00adty when act\u00ading on their behalf.&nbsp;<\/span><\/p>\n<p class=\"MsoNormal\"><strong><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Arti\u00adcle 2: Con\u00adfi\u00adden\u00adtial\u00adi\u00adty and con\u00adflict of interest<\/span><\/strong><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">OePAV mem\u00adbers are com\u00admit\u00adted to dis\u00adcre\u00adtion in their work. Meet\u00adings with politi\u00adcians or mem\u00adbers of the admin\u00adis\u00adtra\u00adtion must be con\u00adfi\u00adden\u00adtial unless oth\u00ader\u00adwise agreed. Con\u00adsul\u00adtants must pro\u00adtect con\u00adfi\u00adden\u00adtial infor\u00adma\u00adtion and pro\u00adtect pri\u00adva\u00adcy rights of their cur\u00adrent and for\u00admer clients. Con\u00adfi\u00adden\u00adtial infor\u00adma\u00adtion con\u00adcern\u00ading cur\u00adrent and for\u00admer clients must not be passed on with\u00adout the clients\u2019 explic\u00adit approval. OePAV mem\u00adbers must not accept an assign\u00adment that may cause con\u00adflicts of interest.<\/span><\/p>\n<p class=\"MsoNormal\"><strong><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Arti\u00adcle 3: Dis\u00adhon\u00adest methods<\/span><\/strong><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">In rep\u00adre\u00adsent\u00ading their clients\u2019 inter\u00adests, OePAV mem\u00adbers must refrain from any dis\u00adhon\u00adest or ille\u00adgal behav\u00adior. They must not give direct or indi\u00adrect finan\u00adcial incen\u00adtives. If a client request\u00aded an ille\u00adgal action from the con\u00adsul\u00adtant, the con\u00adsul\u00adtant would have to decline the request and inform the client about the rea\u00adsons for his decline.<\/span><\/p>\n<p class=\"MsoNormal\"><strong><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">Arti\u00adcle 4: No discrimination<\/span><\/strong><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"mso-ansi-language: EN-US;\">OeP\u00adVA mem\u00adbers must not dis\u00adcrim\u00adi\u00adnate against gen\u00adder, reli\u00adgious beliefs, eth\u00adni\u00adcal back\u00adgrounds, age, dis\u00adabil\u00adi\u00adties or sex\u00adu\u00adal ori\u00aden\u00adta\u00adtion.
